Loitering is the dumbest illegal thing right up there with jay walking and criminalizing not having a home.
Are you loitering if you’re walking the dog? What about if you’re smoking outside? What about if you’re sitting on a bench in a park?
It depends. Is someone richer than you upset about it? Then it’s loitering.
