I for one differentiate adults and kids based on their cognitive abilities, not on an arbitrary number the Epstein class wants to lower to an even more disgustingly Low number. So i think almost Child is adequate.

The brain develops until a Person is about 25.
18 is the age the government decided on arbitrarily.
