People would regularly drive around while actively drinking and mostly were not bothered. Then organizations like Mothers Against Drunk Driving did a lot of lobbying and got politicians to make more laws and police to actively enforce them. Now the blood alcohol limits before you can be arrested for DUI are fairly low.
