At the end it turns out the facility was actively poisoning the entire planet, threatening to wipe out all life and the “attackers” were simply the people of the rest of the world trying to stop it.
A key thing there is that the bunker dwellers were at least eugenicists if not outright Nazi analogues and they were deliberately killing everyone outside as untermensch, it wasn’t just a callous side effect of their facility.
