Are the trees the individual cases of refund abuse, and the forest is the culture of unmitigated refund abuse? Cause if so, I don’t see how my comment was missing the forest for the trees… In fact, yours was the one focused on individual cases and claiming there’s no larger unifying structure that can be addressed…
