I’m guessing the commenter is talking about GOG and/or “legitimate” piracy on PC.
(Legitimate piracy meaning you own the game legally but you downloaded a pirated copy to avoid DRM)

I’ve seen stuff pulled from the steam store so it’s no longer available for purchase/adding to my library, but the ones I already added, even undownloaded, have always still been available in my library, even if the game was fully defunct.

That’s a substantially different situation, I don’t see how you can reasonably equate Sony removing game data from people’s console post-purchase due to them no longer maintaining any servers to play on with Valve not letting you keep a game that was not properly paid for in the first place.
Got any sources for that? Only ever heard of them removing a game from sale, not removing it from someone who has already bought it.
Also GOG can’t even do this if they wanted to, they are unable to uninstall a game you have downloaded already.
Yep, GOG doesn’t have the ability but Valve absolutely does. When my payment for a humble bundle failed (so, added to library and installed before the payment was resolved) Steam removed the games from my library AND drive
