Almost everything on the Internet exists because a data center is hosting it. If all of the data centers exist outside of the country, not only latency issues would arise but data security and availability concerns as well. If there were no datacenters anywhere, the Internet would be a much slower, unreliable, and sparesly populated place.

I’m curious what you mean by “no data centers should be built in this country”.
Almost everything on the Internet exists because a data center is hosting it.
