Serious question, not trying to justify creepy behavior, but assuming you want them to be seen what is too much for you / what makes you feel uncomfortable? Glaring for longer than say 5 seconds? Repeated glances? Facial expressions or comments?
Obviously this will vary case by case for each woman, just want to get a perspective.

imagine a garden with flowers, it’s ok to walk past and appreciate it’s beauty. it’s not ok to bring a chair to sit in front of it to gawk at it. and it’s definitely not ok to go in uninvited and take some flowers. The gardens might invite people in, they might even pluck flowers to give to people. that doesn’t give anyone the right to do the same to their gardens. It’s the gardeners choice to set to a fence or a wall or a hedge for privacy. and wherever they choose has nothing to do with you. if they choose no fence it isn’t an invitation to enter.
if we all respect people’s gardens like that, there will be more beautiful gardens to appreciate. as everyone feels safer to express themselves. it takes a few creeps to make all the gardeners uncomfortable.
personally it s very much a time and place thing. like if i’m wearing that to a place like a club i obviously want the attention and don’t mind anything as long as it doesn’t become dangerous. on the other hand if i’m just walking around during the day braless i expect subtlety.
