And the people belonging to “the party” get to enjoy lavish lifestyles, while the rest suffers and dreams about escaping/emigrating. The don’t want to empower “workers”, it’s just a polifitcal slogan to get themselves into power.

There are examples of getting to planned economy without autocracy: Salvodor Allende’s Chile, anarchist societies in Ukraine in 30s, Yugoslavia (kinda), etc.
