To keep it quick, preventing atrocities requires some sort of authority structure (unless you believe anarchism can work). I guess technically there could be one that covers the entire world, but if there is more than one then they will have borders. This would not prevent free traversal through said borders to allow you to go wherever.
Every Schengen country has it’s own authority structure and police even though borders are very relaxed compared to traditional case. I wouldn’t call existence of policing force a reason for borders to emerge
That’s internal borders inside the Schengen area, we still don’t let unlimited quantities of immigrants into the area because usually the police force is sized for a certain amount of people living in the area, but couldn’t handle it being doubled suddenly and building their own shanty towns.
Right, so they still have borders. Their police and authority only applies within a certain area and at the edge of that area is a border. The fact that you can traverse that border freely does not mean it doesn’t exist.
“Go wherever” doesn’t include “kill people, bomb cities and abduct children wherever”.
That means there would still be borders
