I wouldn’t call that interm period a dictatorship, if for no other reason than it stood in stark contrast to the periods immediately before and after. There was no well-defined national leader. Bureaucrats were still shuffling around and rebuilding a power base, before settling on el-Sisi.
This would be funnier if Egypt was a democracy and not a horrifying dictatorship

Mubarak had been dominating the county since the 1980s. The 2011 to 2013 period was a brief period of not-dictatorship
I’m an Egyptian, and 2011-13 was 110% a dictatorship. We’ve always been under one, just different people in different ways

Morsi never had a chance to a peaceful transfer of power before the military staged their coup.
