It inevitably gets into the control of corrupt officials who twist it to their own ends to magnify their own power (thus forming a new upper class of party officials who oppress the working class), and then it becomes self-perpetuating, unwilling to ever give up power and dissolve itself.
Future revolutions should take note and transition directly into a stateless, classless society.
