It’s definitely a misogynistic mindset, yeah. Women put on clothes for a variety of reasons like staying warm and avoiding sunburn, and sometimes we also pick clothes we find aesthetically flattering (shockingly men also do this). Calling it “advertising” comes from a perspective that women are necessarily focused only on men, and trying to trick men.
If you believe it’s any better the other way around, you’re seriously detached from reality.
ETA: in fact, I’d argue it’s worse because there’s much more physical violence perpetrated upon women by men than the other way around - and more of it is of a more serious degree, to boot.
