Wouldn’t an electrical failure of a fuse mean it didn’t pop at the rated current/voltage? I think some testing of the warranty terms is in order.
Whichever scenario happens is the one the warranty doesn’t cover.
One must simply create Schrödinger’s fuse box.
with protecting relays/fuses, that is referred as mis-operation, you may need to run a test to confirm the relay isn’t behaving as it should, with blown fuses, they would probably have to take your word it is blowing too soon
