Hmmmm, who could be responsible for this completely expected result of underfunding? Surely not the party that has been in control of everything for 2 years, or at least partially in control of Congress for the last 16 years, right? They say they’re very fiscally minded and are America first, so there’s no way they would intentionally destroy critical institutions, right?
