Not in flight mode, but you can sometimes get a connection during approach when you’re low enough. Flight mode really just prevents your phone from wasting energy trying to reach cell towers that aren’t in range. It’s not like you have to use it.

Also in-flight wifi with satellite interent is becoming more common.
