If I had to solve anything with R instead of “are” I’d give up too.
I don’t think the R goes there. In fact there’s no “are” at all.
Checking the remaining letters - it makes sense if the original message says, “WE GOING TO DISNEY WORLD!”
The letters seem to be missing the word “are” (or we’re)

The way the letters have been cut out is ragebait, right?
note how none of the cut-off letter shapes match the letter that should be coming after it. this is fake.
They do match though. Look closely. For example, the O in GOING is from the pre-cut word WORLD, and you can see the part that got cut off from the W in the unused letter pile.
This person just typed up the sentence and hurriedly cut out the letters. With some forethought, they would have put more space between the letters.
Or they cut them this way on purpose to make solving the puzzle easier. Some people seem to be oblivious to cues, though.
Which I was originally the I for going. They both seem to have part of a round letter after them. Unless they typo’d and did like giong or something. But none of the O’s fit that guess either. And the S isn’t partially cut off to be the round part following either I for Disney. It’s all just a little off from making sense. Like one or two of the letters have the right partial letter to make sense for having been together before cutting. It’s almost weird at this point that a couple of them do line up properly to make sense. Since the majority don’t.
Not sure what exactly was changed on it to make it fit their fun little joke better. But something for sure was.
The I comes after the O and the D, both of which are a bit cut off. You just need to flip the I.
I can’t believe I just spent 15 minutes looking at the photo. Worst part is it’s probably fake in the sense that he doesn’t have a daughter and is never going to Disney, just a guy with a printer.
Ah, fair. Upside down I’s. Yeah that checks out. Ok. Well at least that does mean the premise is possible, if they typed “We going to Disneyworld!” Which, could be the case if English is the dad’s second language. Though without going off the clues of which partial letters are attached to the same scraps of paper, not sure why/how you would go about piecing this together linearly instead of putting common or uncommon words together first.
But for us, a puzzle is a puzzle. Clearly I didn’t spend enough time looking. Doesn’t matter if the premise was real or fake, the puzzle was real to us.
My only excuse is that I just got home from New Zealand, and it was a total of 16 hours of flying and 4 hours of driving. And like 8 hours spent in Airports. And I didn’t sleep for any of it.

That’s only assuming the person actually wrote out “were going to disneyland” and not “Wtoenyegigranonesdlid” before cutting
Several of the letters repeat though, they’re just not put in the same order.
Getting that far is already a miracle, unless the “We are going to” was pre-spelled
