This is just another form of control and a potential verified data stream for governments/corporations/marketers. How can you prove that internet traffic is a human and not a bot? ID verification. How can you generate more user data? Force them to provide ID for every device that is connected. Want to control piracy? Easy with OS level ID requirements.

Well now you have to provide ID to use any of those.
