A.) Yes, the effect on menstrual cycles comes from photons the moon emits, not the light. These will be unaffected
2.) No, you will be allowed to shoot them once it is complete
Last.) You could simply travel to the other side of the moon, there the light would still be

All the moon cheese mines have been exhausted in the 2004 great moon cheese eating, so I don’t see how they would be relevant
