Legal ability and actual ability are two wholly different things. Besides, under capitalism, the better places cost a lot more money to simply exist in. No poor person from the Appalachias is going to be able to roll in to Seattle and survive off the streets.
To be fair, you do have the legal ability to relocate to a better place within the country. Its much harder to leave a developing country.
