I don’t generally buy anything that would require a lottery. How do they work? Wouldn’t it be pretty trivial to just swap IPs and accounts like 60 times for 60 accounts?
Valve has been setting the conditions to have your account have made a purchase before sometime in April and be in good community standing, which are pretty reasonable imo.

I believe the account needs to be over a certain age plus have at least one previous purchase.
Also legitimate, organic user activity beyond logging in and buying a $1 game.
