This would be a good way to censor or ban anyone. Then when asked for a justification, retroactively, dig through all that and find buried somewhere some small applicable clause.

this is what the cops were accused of doing in the US in 1980 (and probably before that). stop a car with a black driver, then find any bullshit excuse to fine them. it’s racism. it’s called selective enforcement of law, i.e. the law is only sometimes enforced, and only when it suits the cops.
