If killing people one after the other is called being a serial killer, why is killing many people at one called being a mass murderer and not a parallel killer?

The criteria for being considered a serial killer is 2 kills, so he is quite literally a serial killer. He is also famous because his case was brought forth in media and shook the idyllic, idealistic peace of 1950s America. Many people had never heard of such degeneracy and Gein was a both fascinating and repulsive case for people to follow as a result.
That said, few serial killers can top Albert Fish in my humble opinion. Had he committed his crimes in the 50s and not in the 30s where everyone were struggling financially, I’m pretty sure he would have been the most infamous serial killer in the world.
@alias_qr_rainmaker and Robert Pickton killed as many as 55 people and fed their bodies to pigs, yet he’s not even very famous
