Nah, it’s a >30 years old joke. “Can you keep a secret” implies he is about to tell the person a secret for them to keep. The person gets excited to hear it when responding “yes”. But the last line shows it was just the setup for a joke, implying he won’t tell the secret after all.
I’ve done the reverse version at work to coworkers
“Can you keep a secret”
“Absolutely not”
